§ 6-66. Maintenance of pens and yards.
(a)
All pens and other enclosed areas within which dogs may be enclosed shall be kept in a clean and sanitary manner and free from odor.
(b)
The number of dogs kept in all pens and other enclosed areas shall not be large enough to interfere with the proper enjoyment of nearby property or to create a material annoyance, disturbance or discomfort to adjoining property owners. Any dog or dogs, regardless of number or size, which, due to excessive barking or howling, cause such an interference, annoyance, disturbance or discomfort, shall be deemed, upon inspection and verification by any police officer or other designated city official, to be in violation of this section.
(c)
Neither the number of dogs nor the manner in which they are kept shall be such as to create a public or private nuisance.
