There shall be no obligation on the part of the city or the contractor to clean up
or pick up solid waste resulting from the construction, remodeling or demolition of
buildings or other structures, which is not placed in residential waste containers
as required by this article for the removal of solid waste. It shall be the duty and
responsibility of all property owners to see that construction contractors, builders
and remodelers, tree trimming contractors, tree surgeons, landscapers, and the like
remove all of the rubbish, trimmings and trash and other solid waste resulting from
their operations on the premises during the course of and immediately following their
operation so as to leave the premises free and clean of such rubbish, trimmings, debris
and other solid waste.
