§ 17-111. Definitions.

  • The following words, terms, and phrases, when used in this division, shall have the meanings ascribed to them in this section except where the context clearly indicates a different meaning:

    Downtown area means the area bounded by the southern boundary of Jefferson Street on the north, the center line of Front Street on the east, the northern boundary of Magazine Street on the south and the eastern boundary of Green Street to the southern boundary of Jefferson Street on the west together with the area on both sides and West Main Street directly in front of Calvary Baptist Church and the U.S. Post Office and directly beside the U.S. Post Office on both sides of Church Street and both sides of West Main Street between Green Street and Church Street; also the area between the center line and the western boundary of South Spring Street between Magazine Street and Clark Street. The above description is intended to describe the area depicted in the map attached hereto and designated as "Appendix A" and fully incorporated into this document by reference.

    Off-street parking means publicly owned parking lots and areas which are not in or immediately adjacent to the right-of-way of any public street, road, and thoroughfare, whether paved or curbed or not.
