The general purpose of this article is to promote the health, safety, comfort, convenience,
prosperity and general welfare of the citizens of Tupelo by establishing reasonable
guidelines and regulations for mobile vendors, mobile food preparation vehicles, mobile
pushcarts and other street vendors. This purpose includes job creation, the purchase
of products and services from local businesses, contributions to local sales tax revenues,
increased foot traffic to commercial districts, a more vibrant, retail-business environment,
encouragement of entrepreneurship and provision for the safe and convenient use of
public property and city rights-of-way.
